Not long ago, the Lishui Economic Development Zone launched the “Fine Steed Plan” for leapfrog, high-quality development of cadre competence. Two flagship initiatives were unveiled: “Fifty-Day Intensive Training” and the “EDZ Task-Force”. Together they form an empowerment platform for cadre growth. The first cohort set up 13 task-forces—ranging from industrial upgrading to integrated reform of education, science and human resources—mobilizing more than 70 action specialists.

For the city-wide “Priority Mission” under the three-year breakthrough action—namely, “Full operation of the Southwest Zhejiang Science & Innovation Industrial Park and quality improvement of its physical research institutes”—a special joint task-force was formed. Concentrated firepower has already delivered 55 projects (partnerships), completing 91.6 % of the annual target.

Lishui upholds the standards for good cadres in the new era, with a clear bias toward “striving with action”. Over the past five years, more than 300 cadres have been seconded to higher-level departments for on-the-job training; another 300 have been dispatched to tough posts in east-west cooperation; and more than 18,000 have been sent to the front line of urban-village renovation, airport construction, “dual recruitment” (investment & talent), and other core projects. The “Take the Challenge, Fight on the Front Line” campaign has prompted more than 200 cadres who stepped down from leadership posts to take up over 150 projects, further securing the city’s overall force.

To sharpen “professional” capacity, Lishui has locked onto the “two specializations and two modernizations” target, relentlessly driving the “Action Plan for Cadre Professional Competence”. The “learn while doing, do while learning” mechanism is deepened each year with more than 300 specialized training classes, ensuring over 80 % of government staff receive professional training. Meanwhile, the city keeps advancing the new-era initiative of “cultivating skill-based cadres and building a skill-based government”. The nation’s first Rural Cadre Skills College has been set up, and 81 % of village cadres city-wide now master at least one specialized skill.

Since early last year Lishui has carried out a city-wide performance campaign on “Striving with Action, Taking Responsibility and Racing for the Lead”. Five benchmarking exchanges have already been held, featuring more than 10 laudable cases and 20 cautionary ones.

Today the whole city is vigorously promoting the “six-style action” ethos, rowing hard to practice the “Lishui Way of Doing”, creating a surging atmosphere of emulation, surpassing and action. The “toil index” of Party members and cadres is being exchanged for a better “development index” and the people’s “happiness index”.

Integrity in Conduct: Clarity in Landscape

“The mountains are clear, the waters are clear; walking the shaded southern slopes, spring clouds rise everywhere. Officials are upright, clerks are upright; villagers have no cause to visit the court, only a few farming songs drift by.”

More than four centuries ago, when Tang Xianzu served as magistrate of Suichang, he captured the natural and political ecology of the time in these elegant lines.

Today, with the comprehensive advance of a clean Lishui in the new era, the whole city is tightening discipline and fighting corruption, cultivating a political ecology that is as clear as its mountains and waters.

Lishui insists on governing the Party with reformist spirit and strict standards, ceaselessly implementing the spirit of the Central Eight-Point Regulation and its detailed rules. Problems are nipped in the bud; the “four forms of decadence” are rectified in a normal, long-term way. As early as 2015 the city issued the “Twenty Types of Banquets That Public Servants Must Not Attend”, taking aim at “tip-of-the-tongue” corruption and drawing a clear red line for public servants at the dinner table.

Centering on General Secretary Xi Jinping’s important instructions and the decisions of the Party Central Committee, political oversight is strengthened to ensure implementation. The “three no’s” (no tolerance for corruption, no room for misconduct, no desire for graft) are advanced in an integrated way; systemic treatment is reinforced; and key areas such as bidding and natural resources are deeply rectified. Lishui was the first in the province to issue the “Operational Measures for the Follow-up Work of Case Handling”, building a standardized management system.

Handle real affairs one by one, tackle problems one by one. Lishui follows the principle of “Party committee overall coordination, discipline inspection commission taking the lead, departments as the main actors, city and counties as the battlegrounds”, using extraordinary measures to concentrate on rectifying malfeasance and corruption around the people, and resolutely punishing “flies and ants” of corruption.

Over the past 25 years Lishui has advanced disciplinary and supervisory reform at a rapid yet steady pace. The oversight system has been constantly improved, integration of oversight has become more efficient, and oversight effectiveness keeps rising. In 2015 the city launched reform of the resident) system, achieving full coverage of municipal and county Party and state organs. In 2017 it comprehensively advanced the national supervision system reform, forming supervision commissions that work in the same offices as discipline inspection organs. In 2024 it deepened county-level reform further, concentrating oversight forces.

At the same time, systems have been built to integrate the “four forms of oversight”—discipline inspection, supervision, resident oversight, and inspection tours—while linking them with oversight by people’s congresses, political consultative conferences, audit, finance and other bodies, forming a “grand oversight” pattern. Big-data empowerment is stressed, and scenario-based oversight in bidding, people’s livelihoods, state-owned enterprises and other key fields has made marked progress.

Clean government cells—clean organs, villages, schools and SOEs—are continuously built. A local standard for clean village construction has been issued, and 17 units have been rated provincial outstanding performers in clean-government building. The “three lists and one commitment” mechanism is promoted to foster a new, clean and close relationship between government and business.

A fresh breeze spreads the blossoms of integrity. Today the “Zhe-Li Clean Breeze Greens the South” culture of probity has taken root in people’s hearts. The “Ten-Mile Clean Breeze” theme park, the Southwest Zhejiang Revolutionary Base Memorial Hall, and the Suichang Tang Xianzu Memorial Hall have been named the first batch of provincial clean-government education bases, sustaining a climate of learning, honoring and practicing integrity.
